Go to tools in IE and open add ons, I removed bing from there.

I was first able to remove it the first time using Add or Remove in control
panel but it does come back somehow. If you all find out how to remove it

This is an excellent question. I don't think I'd call it exactly off
topic. I understand this thing, "Bing," is a gift (I would call it a
virus) from Microsoft and is a kind of search engine.
It just gets in the way, and when it gets in the habit of popping up, I
have found no easy way to get rid of it. If someone has figured out a
wmeay to do so, that would be helpful to many of us. Surely, there is
some clickable something that is non-standard enough that I've been
unable to find it.
I usually alt-tab away and back several times. Sometimes Bing goes away,
but sometimes not.
