When Google or Bing are set to your default search engine, you may find
yourself re-directed to Bing or Google search results when a website address
times out or doesn't exist.  The search engine provides search results for
the address you attempted to access.

Your ISP can also intercept web addresses in the same manner and re-direct
you to a search result page.  I have Comcast and Comcast has its own page
here in Tucson to which I'm re-directed on occasion.

There's no toolbar, there's no malware or other way of eliminating this page
because it's just the behavior of your default search engine or, in my case,
my ISP.  

You can just access the address bar with ALT-D and try to input the address
again or see if anything close comes up in the offered search.  Sometimes
websites go down, addresses change, or internet connections are slow.
Rather than giving you a blank page, you are now re-directed to the search
page.
