Whenever I've ran a computer with a monitor I've kept the on and off button
off. With my laptop running Vista there is a setting where you can choose
to turn off the display.

Windows doesn't have a setting for running without a monitor. The only way
to accomplish this is to physically disconnect any displays receiving
output from the video card. Window-Eyes doesn't care if a monitor is
connected, however, so you shouldn't notice any difference in performance
regardless of the presence of a display.
