Does changing the screen other numbers setting help with your reading
problem? I don't know why Windows is indicating that the shift is
down, but if you look in devices synthesizers I'll bet DEC is set as
your backup synthesizer.

I don't have or want a backup synthesizer. I prefer Eloquence
speech over DecTalk; the latter sounds as if it is hiding inside a
tunnel of some kind and pronounces words strangely. It does not
matter whether I change pitch, tone, or rate. The DecTalk shipping
with Window-Eyes just sounds too awful in my ears for my liking but
maybe if I learn to wear hearing aids the story might be
different. I'm not at that point just yet though and I do hope
never to get there!
When choosing the preferred speech parameters, I never set up a
backup synthesizer.
As for Window-Eyes assuming that the Shift key is pressed at
start-up, that's interesting. The keyboard IS NOT TOUCHED until
Window-Eyes loads. So then why would Window-Eyes assume that the
Shift key is pressed?
As an aside--and this relates to Eloquence itself--when does GW
Micro intend to take a harder look at the way Eloquence process the
reading of the following:
$1 million
It reads it as 1-dollars million, instead of 1 million dollars! I
don't have this problem in Eloquence with other screen readers!! I
wonder what other screen readers are doing correctly that
Window-Eyes seems to be missing? Many thanks!!
