Hello Chip,

I seem to recall Windows Vista including a similar feature, but as it has been three years since I've used it to any significant capacity I could be mistaken.

Jed,

This is a Windows issue. To correct it, open the Sound applet
from the Windows control panel, Control-Tab to the
Communications tab, and change the radio button selection to
"Do Nothing." Click Apply and OK, and your Windows volume
will remain the same when you make or receive Skype calls.
