The challenge is trying to predict when We will decide to see plain text
messages as blank. When this happens if I shut down Outlook and restart it, the
problem goes away until the next random occurrence. What I can try is to run
Outlook in safe mode for several days to see what happens.

Did you try to run Outlook in safe mode?

Windo-eyes will still work in this mode.

When I checked the Com Add-Ins all that was listed is the Window-Eyes
Office Helper. As for add ons it was hard for me to determine what is and is
not installed. Each one shown had the Install button available.

What other addons or plugins are you running on top of MS Outlook?
Antivirus and so on?
Go to tools, option
Others tab and last to advance option button

you should find buttons in it which will give you the info what's running on
top of Outlook 2003. One of them should be call add-ons.

I don't have that version at that moment to double check on the specific
button name.

The other way I will do to troubleshoot the problem is, start Outlook in
safe mode and do what you always do.

For my experience which its quite similar with yours, it can be related to
Outlook 2003 addons itself or even the browse mode only when it encounter
html messages.
If all your mails are plain text, I don't seem to have that problem.

In Outlook 2003 and Windows XP SP3, on this computer at home, W-E sometimes
stops reading the bodies of either text or HTML messages. GW has never been
able to figure out why this is happening. But I don't have to shut down W-E
or Outlook. Usually I can clear the problem by finding a message of the
opposite type and opening that. So if I find a text message that is not
reading, I switch to an HTML message, open that, and I can go back to the
text message and it will work properly for another 10 or 20 messages.
