I have the same issue. This was addressed in 8.1 apparently unsuccessfully. Multiple blank lines seems to trigger this behavior. The issue is limited to Vocalizer voices on my system.

On Windows 7 using the Vocalizer Voices I am experiencing the following read-to-end behaviour. When I press the read-to-end hot key the text read is more or less the current screen. After it stops reading I am still on the first line. It is almost as if it is thinking I pressed the page down key instead.

When I change to one of the Eloquence voices the problem goes away; read-to-end works as expected.

I do not have the insert key app installed. I found that it did the same thing as mentioned above regardless of what synthesizer I use. Even when it is not activated.
