The problem I have is that generally the survey page should be coming up with 
Browse Mode on for one thing.  If it did not come up with browse mode on for 
you,then perhaps this isn't out of line.  Are you 
saying that you had to turn browse mode on at the beginning?  All of the major 
screen readers have something that is similar to Browse Mode.  They work 
somewhat differently from one another, but the user of 
the particular screen reader will likely know if Browse Mode has to be turned 
on.  However, the more important thing is the comment that you may need to use 
another screen reader.  You didn't mention that, 
did they remove that statement?  That seems completely out of line in my 
opinion.
