Kelly,
I don't know what edition of Windows you're running, but even using
Windows 7 Home Premium I can run Msconfig natively. If it's possible for
you to do that, then do that, and specifically go over to the startup
tab, then press tab until you reach the disable all button, hit that and
then tab to Ok and press that. Next restart Windows and let us know
what, if anything, that did with regard to aleviating your issue.
