I believe the low j is correct.  The only thing in front of  it is the
capital sign, so essentially, it is by itself.

Now, you cannot end a sentence with a lower word symbol.  So, if the
question was, "Did you ask her where she was?" you would have to spell out
the word was.

I teach braille and I'm familiar with the vast majority of rules, and I
think that is the correct interpretation.  However, the Braille Authority of
North America would be the place to find out for certain.

I am pretty sure, in grade 2, it is a capital w since the lower j is only
"was" when it is not connected to anything else; that is, when it is
surrounded on either side by white space. I could be wrong, though.
