I'm a bit rusty, but I think that you are correct, the sentence should begin with a W. I believe this is because when a sentence begins with a braille contraction that is in the lower part of the cell, the word is spelled in grade one braille. I think this is so the word cannot be confused with the capital sign, or numbers in Neimeth code, which are all in the lower part of the cell.
