It would appear that the edges of the embroidery are at true CF, and an  
underlap has either been added or cut into the right side. The buttonholes on  
the 
left come very close to the finished, embroidered edge, and the buttons are  
sewn to the underlap [which can be narrow]. This places the buttons just off 
of  CF.
 
This added underlap is a good method for a curved CF opening [of  course it 
works with a straight one too...but there the underlap can just be cut  into 
the fabric]. You see it in 19th century women's bodices a lot, when they  curve 
over the bust and into the waist.
