A stuffed bolster is the way to go since it has that Dutch feel and should  
be sorta soft and bulky.
 
You can get a better shape if the "tube" is shaped,  curved a bit and  cut in 
2 identical pieces, an upper and lower piece. I've made one out of  heavy 
knit, which curves easier around the body, but this isn't period as far as  I 
know. Cloth on the bias might help and actually be period. And in the  
caricatures, if I remember correctly, there are bands of trim going around the  
width of 
the bolster every so often. These might also be casings for bones [  and/or 
seams or darts] to help the padded thing keep it's shape [in both  directions]. 
You might try some Rigelene or cable ties or some kind of boning at  
intervals. 
 
And I'd make it pretty, y'know. Some interesting fabric with some trim.  
Makes a person more inclined to wear the thing. And since you have to cut and  
make it anyway, have some fun.
