It looks like sequin dot knit. Some of that is truely horrible to sew with, but the good news is it doesn't really need hemmed, it won't unravel with use.

If you have to sew on it, the trick is to sew between the rows of plastic bits whenever possible. Also, a thinner needle has less surface area to gunk up, and a new sharp one will puncture instead of pushing the knit down into the machine. Don't use a ball-point knit needle.
