For partlet as outerware, not partlet as shirt, they first seem to
appear as those
black things filling in the square neckline of late 15th century gowns,

Thanks. This is consistent with what I expected; it's good to know I
haven't made a glaringly erroneous assumption.
The Holbein sketches are too, um, sketchy to use as visual aids unless
you know what you're looking for. If you can think an image of one of
those 1520s collars, please let me know (books are fine, in fact
preferred to online), but don't go to extended trouble hunting it up for me!
Might the collar in question be a necklace?
No -- I thought of that, but fortunately, there's enough color/material
description to rule out that one from the context. Which leaves me
looking at and describing Collar Styles Through The Ages.
