The earliest partlet I can think of is Brugundian, "Portrait of a Lady" by Rogier Van Der Wyeden's workshop: http://www.nationalgallery.org.uk/cgi-bin/WebObjects.dll/CollectionPublisher.woa/wa/work?workNumber=ng1433 It's not worn on top of the dress, and its probably not as structured a partlet as you were thinking... there's not really a collar.

Could easily be a scarf rather than a partlet (or any garment specifically sewn to shape) as such, in fact.

Actually, very helpful, as all this verifies my sense that collars as standalone garments are understood to show up much after the period I'm addressing, and that they also seem to come from a different line of evolution (e.g. first there's shoulder-wraps and they grow collars, rather than collars separating themselves from garments).

This list is great. Thanks, all!
