It looks like the ruffles on neck and forearm are of thinner material than the main body of the dress- eg. I can see the line of the forearm, (but not the elbow/upper arm) through the fabric; perhaps a light/hanky linen for the dress and a silk chiffon for the ruffles?

It would have been linen or cotton. Yes,they made it that sheer back then.
