From r3340 on, links in plugin descriptions etc., where they are not UI elements, but in-content links, are underlined. As far as I'm concerned, r3340 fixes ticket #905 pretty well. The only thing that's inconsistent is dashboard module headers with and without links, where I'd suggest not linking module headers in any case, but instead have an optional 'more' link. Did you give r3340+ a spin?
