The problem, as I see it, is this: Elsewhere in the admin, we use bold 
or a different color to differentiate a link. In other places, it's 
"obvious" because certain items are links, consistently. This 
consistency currently breaks down in the dashboard, for example, with 
some modules: All core dashboard modules' headers are links to an admin 
page, the backup plugin's (without intending to single any plugin out, 
it's just the one I have installed) dash widget does not link anywhere, 
but looks the same as all others. That's why I suggest a separate "More" 
link in the widgets headers, to make it clear which have links and which 
don't. An alternative would be to underline those which are links, or 
bold them, but that would break up the visual consistency too much IMO.

I seem to recall similar problems existing on the comment manage page, 
but that might've been fixed now, I can't check at the moment.

Anyway, we should go through the admin and look out for a UI consistent 
in itself.
