Actually, unless we receive more than $25,000 in a given year, we
don't have to file a tax return. And if we are receiving money on that
scale, we can afford to get an accountant to do the tax return.

The benefits (limited liability!!, being able to open bank accounts
and conduct other transactions as an organization), are huge compared
to the hassle. In my opinion, the "hassle" of forming our own
organization is much less than trying to squeeze ourselves into
another organization that isn't a great fit.

And just to be clear what kind of hassle we are talking about... there
is the initial paperwork involved in organizing and filing for 501(c)
3, there are discussions on bylaws which will require that we become
more rigorous in defining PMC voting standards (a good thing, imo),
and we will have to hold one annual meeting. We're not talking about a
lot of work after formation.
