We have *NOT* moved Tag support from core to a plugin.

We have simply moved one of the ways to add tags to a plugin, where it  
rightfully belongs. This is not in any way "perverse."

The tags panel is absolutely no use to me (and many others), so there  
is really no reason for it to be forced upon us.

For those who do use it, just install the plugin!

That being said, we still should resolve the speed issues with the  
plugin.
