Andy,

I want to reiterate that I have not had any issues with speed for the  
tags panel.

However, I am still glad it is gone because it serves no purpose for  
me. For many, many people the normal tag interface is to enter tags as  
text, separated by commas. Almost every single tag interface in the  
world (including delicious and others) supports this as the primary  
input method.

So, our tags panel is something in addition to what is needed and what  
people are expecting. This is a Good Thing, but it is not a necessary  
thing. Therefore, I think it makes sense as a plugin.

But honestly, what is so hard about typing tags? You can always type  
old tags in and they will be reused. In fact, this is exactly how the  
tags panel worked. It didn't do anything magic behind the scenes –  
when you clicked a tag, it just put it in the textbox for you.

I don't think anybody who is new to Habari will be expecting a tags  
panel, so I cannot see how they would miss one.
