The default timeout to start a daemon is 90 seconds if I understand correctly: https://www.freedesktop.org/software/systemd/man/systemd-system.conf.html#DefaultTimeoutStartSec= The 100ms "timeout" limits the restart interval itself, so those defaults should be sane.
