I'm not a lawyer either, but I think what you're saying is that it might be illegal for any current federal employee to "moonlight" for any organization
that has any contract with the federal gov't. If this is true, I'm betting that particular law, is violated frequently. The way I would see this, which may not be the way the judicial system sees it, is, if a person has influence over the placing of the contract by virtue of his/her position in the gov't, and moonlights with the company that received the contract, then it would be a conflict of interest.
