Well yes, but this isn't the way it's being presented. It is being presented as a solution to malware. That's what I don't buy. Ignoring the fact that running apps can't be deleted by Windows, thus negating any value in clearing temp files, as the running malware that is based there wouldn't be removed, you're still stuck with the fact that any malware write worth his salt is storing his programs in non-temp folders.
