This happens to me as well. But, it only happens after an update.

You can set vista to download the updates and then you can install them when
you want.

Subject: [H] Shutdown instead of reboot?

My HTPC recently started shutting down when I tell it to reboot. It's
running Vista. The reboot command goes in, everything closes nice and
cleanly and then it simply shuts off instead of rebooting. Pressing the
power button brings it right back up.

It's annoying because if I'm away from home and it does an auto reboot after
a windows update or I need to remotely reboot it, the server is down until I
can get back home.

Any thoughts? BIOS setting maybe?
