they say the power supplies having issues. could be standby voltage is not
working.

as far as the psu power switch, the only line that's not being switched is
the neutral wire. there are only 2 wires coming into the psu for power only
1 of them is hot.  more than likely the difference you're seeing between the
psu switch and unplugging the power cable is  timing. likely if you waited
30 seconds to a minute after switching the power switch, the capacitors
would discharge and the same effect achieved as unplugging the power cable.

bottomline, time for a new psu.
