I am now red-faced!
Seems the zip-strip may be OK.
I decided to back up and look at the 'black' psu power cable.
So, I got a new/replacement psu power cord (have spares!).
The new psu power cord works on 3 clients.
The new psu power cord worked immediately on the suspect!
Suspect came up correctly, immediately.
The suspect is now doing its' monthly backup.
The zip-strip may be OK.
The old power cord is now moving to the bin!
Sorry! My tech and I'm sticking to it. First time I have
had a 'psu power cord' fail. Strange?
I'll know more after I take the exacto-blade to the cord
before I bin it. I will accept connection breakdown at
the male/female connectors. Ho! Hum!

Greg-Agree, really odd psu problem. Can give this up to the m/b,
with or without 'cap' troubles. It is a CUBX; 12+yrs old.

Joshua-Understand. Without taking the psu apart, I do not know
which AC input wire the 1/0 switch is on. I always suspect it will
be the black (hot) wire. That leaves ground (grn) and ACneutral
(white) always connected to the wall.
I'll go dig. Perhaps I plan another Viking Funeral! Perfect Day!
If so, a new machine is in the future!

Check the Motherboard for swollen caps. I had a system that did
something similar and that was the reason. This particular
system would
power on via the switch but could never reboot, you had to shut down
first.
Other than that, swap out the power supply and see what happens.
