I have also noticed this (for thumb drives) when I have any Windows Explorer
windows open.  Even if they are not directly viewing the contents of the
thumb drive.

This happens to me at work when indexing or the stupid anti-virus program
starts scanning the drive..  

Usually if I tell the device to stop a second time, it's OK.
