I have a HP printer that constantly throws errors and locks up. HP
says it's "low amperage" because it's plugged into a surge protector
(I have plugged it directly into the wall with no change.) I'm
disbelieving about the surge protector part. I can see an online UPS
providing low amperage, but can a surge protector actually lower the
amperage available from the wall? If so, how can I test this?
