If plugging it into the wall has the same effect then I would discount surge
suppressor as an issue.

On the same token I would be suspect of the outlets power feed and would try
a different circuit to see the problem goes away.

As to hp assertion that the surge suppressor is an issue, there could be
merritt to this because on power up there is a huge current draw that a
surge strip may perceive as a surge and therefore clamp which *may* have an
effect.
