It would depend upon the type of surge protector.  If it is just 
varistors across the lines, then short of a bad joint somewhere, there 
will not be any voltage or current limitations other than to a voltage 
spike.

One type has both varistors and a common mode choke.  The choke windings 
have some small resistance, but again unless there is a bad joint in 
the circuit the voltage drop will be very small.

A clue would be if the surge protector got warm !
