You need to hire an expert librarian.  Collection development is one of expertises of a librarian.  Having is list of books is a great starting point, but the process of purchasing the best books for your collection and making sure they are cataloged and available is a job for an expert.  Anyone can go into a book store and purchase books, but it takes a librarian to buy the correct books and build a collection.
