Here's a merged version of my patch plus Thomas'. I believe I incorporated all
his changes. The one change I made to his is rather than having default.conf
support both approaches, there is now a separate envbased.conf that sets values
based on environment variables. It can be used by calling {{ant -Dharness.conf
<fullpath>/conf/envbaes.conf test-e2e}} This will then use that configuration
file rather than default.conf.
