This might be something that it would be worthwhile for us to process once and then make available to everyone, possibly via a simple spreadsheet initially, but hopefully incorporated into the database as a variable at some later point.  Along those lines, is there an existing script (e.g., from Jesper) that can be applied to the *.eddy_parameters file to generate useful summary measures of motion?

I don’t think they are in the packages, but they ought to be for folks interested in the same question you are.  Perhaps someone from the OT-7 group can explain how you could extract the files via the REST command line interface.
