I do not think it's necessary to do another ID check here. Also I think it's
fine to expose striped to BlockUnderConstructionFeature, since anyway it
handles striped/contiguous replicas in different ways. Besides, as we have
discussed, the reported block is added as a replica only if its block id is
mapped to the BlockInfo object, so the assertion is not that necessary.
