Hi [~bharatviswa], thanks for this patch.

We can avoid hard-coding the time unit as hours. Instead just call the setting 
something like {{DFS_DISK_BALANCER_PLAN_VALIDITY_PERIOD}} and parse it as a 
Configuration.getTimeDuration(). Then admins can specify plan validity with 
human-readable suffixes. The default can be written as {{1d}}. Also update the 
docs in hdfs-default.xml to mention this.
