[~bharatviswa], Overall patch LGTM. Few minor suggestions.
# New key in {{DFSConfigKeys}} differs from its string value. I suggest
renaming it to {{DFS_DISK_BALANCER_PLAN_VALID_INTERVAL}}
# L261 {{TestDiskBalancerCommand}}, space before stat of comment text.
