Yes, yes, yes, I would love this to go in.  Users are increasingly spamming 
write ops like setPermission/setOwner in their jobs that generate ACEs and 
waste cycles audit logging in the lock.  It's a big patch so I won't have 
cycles to look at it until next week due to prepping for kms/rpc deploy.
