[~daryn],[~ayushtkn] pending some furthermore comments and suggestions.
Just check the failure unit tests, it seems not related with this patch.
HDFS-14303 is following up failure unit test {{TestDirectoryScanner}} reported
by [~ayushtkn]. Test {{TestBalancer}} passed at local and failure not reproduce.
