We are talking about sleeping for 10s vs changing cluster behavior for the 
nnresourcetracker thread to run every 1s and changing the sleep to 2s and then 
changing the default of the nnresourctracker thread back to 5s so that it does 
not distort the remaining portions of the test. Does a 10s sleep vs 2s sleep 
make a huge difference from a test usability perspective?
