Are you sure about the public availability of the proposal? I was under
the impression that all proposals are inherently private (i.e. only the
students, the org admins and the org's mentors can see them).

Yeah, this was unfortunately the trend of our first participation in
GSoC last year. There were, IMO, several cause of it:

* students for some reason seemed to prefer 1:1 private communication;
we are going to revert this trend and suppress this mode of
communication this year unless absolutely necessary

* part of the discussions took place on IRC; we would like to encourage
open communication on our ML and IRC

* two of our last year's students were from the same country, so we met
in person a couple of times
