operate without it on batteries and is _mobile_, I don't think its

OK, if you think so. But I still think that asking explicitly about laptops (notebook computers) can save us some possible misunderstanding later.

I mean, the landlords obviously have their reasons for having such a strict condition is the house rules. Simply asking in advance should be a sign of our good will that we don't want to do any harm and that we don't want to piss them off.

The problem with asking a permission is that in some cases, people will
just misunderstand the meaning of the word "camp" in this context

That's the reason why I have written "to explain them". Using the word "camp" can indeed be misleading for outsiders, but explaining to them in plain language that we plan to do some programming there and we need our laptops for that (without even mentioning the word "camp" or any other frightening terminology) should do.

Frankly, if they won't understand this, then I would expect even more unpleasant misunderstandings to come ..
