Labs makes great sense for a limited project with only one or two committers, but ultimately, it ends up right back here (or in it's own project). You realize you can't only not-promote a labs effort, but you also cannot release a labs effort. It's very much a proto-sandbox area for individual coding efforts that ultimately land somewhere else. If you already have the backing, say, for a Ruby OpenID reimplementation, then by all means proceed with the project's blessing in the current project's arena.
