I feel separation of operators into compile and run-time can be done in a 
different patch. This patch is potentially risky, and may destabilize the stuff.
By doing it in 2 patches, we can potentially minimize the risk.

@Carl, what do you think ? I talked to Zheng and he does not have a strong 
preference
