Actually, nobody is being attacked because this vulnerability does not work in the current version. I got this off of bugtraq as well, compiled the proof-of-concept and tested it against my own 1.1.1.0 server. It does not work. He mentions it working against 1.1.0.9. I figure Valve fixed it and just forgot to tell him. Not going to get into the "release, or not release argument."
