I believe from what I understand is that all you're doing is sending your mod directory to Valve. Not the source in any way. =P
Also, that'd mean that your mod would have an 'instant' patch ability to where you make your 'final' version then send it to Valve and they put it live at whatever time you say. No question in who owns it.
