Well, if not the mod itself, for example, Sven Coop and Natural Selection have an option method to pay, perhaps these things would be incorporated into Steam. Or perhaps if someone makes a totally new mod that they wish to sell as a game. Or, for example, if I'm making a machinima, and I have a hi res and a low res version, the high res people pay for and the low res is free. Things like that.
