You need to own a Source game to have access to the SDK. I don't see how you can get more clear than that, you have to have a Source game bought on your account.
And: "This release includes Source tools (Hammer, Model Viewer, etc) and work-in-progress documentation. These tools allow creation of Counter-Strike Source maps, models, and materials." So I guess we'll have to wait till around the HL2 release for the code?
