The Steam Client beta that was released today fixed launching source mods from the Steam server browser for me.

We tracked down why it is launching sourcetest instead of the mod. The fix requires a Steam client change, which we are hoping will go out as a beta next week.

I'm seeing my Source SDK 2013 mod in the "Internet" tab of the Steam browser after installing the latest Steam Client beta today, however connecting to a server through the Steam browser still launches just the sourcetest game.

I shipped the "upcoming" beta a bit ago, so opting into that is no
    longer an issue.

hl2/steam.inf is present in the dedicated server install I have.
Are you sure you've updated? Maybe try verifying your install?

The Steam server browser shows up in the LAN tab in the Steam
server browser and in the LAN tab in-game. It doesn't appear in
the Internet tab. I'm working on figuring out why.

Listen servers also show up in the LAN tab but not the internet
tab. I suspect that once dedicated servers work so will listen
    servers.
